Rental Eligibility
Section 8 Eligibility
In the Section 8 program the Client would be able to rent any Landlord’s property as long as it is in Outagamie County or the City of Appleton. A Client will not be able to rent a unit owned by a parent, child, grandparent, grandchild, sister, or brother of any member of the family, unless the HA has determined that approving rental of the unit would provide reasonable accommodation for a family member who is a person with disabilities.
Scattered Site Eligibility
The Scattered site program is a program where the Appleton Housing Authority owns the properties in which clients would rent. For the Scattered sites program we will also be looking at any past landlord references you may have.
The Appleton Housing Authority recently has added the local preference which states the following:
“Applicants qualifying for the local preference of living, working, offered employment or attending school in the City of Appleton or Outagamie County will be maintained in order of date and time the application was received before those applicants that do not qualify for the local preference.” We will also be looking at any past landlord references you may have.

Homebuyer Eligibility
Any person or family with a total household income below 80% of the County Median Income limit will qualify to apply for the program. These income limits are adjusted for the number of people that live in the household. *See table for income limits.
A person can not own property at the time they apply for this program.
Only people who are looking for a single family house will qualify. You can not buy a duplex or rental property through this program.
Each applicant is required to complete a series of homebuyer education classes before they are referred to a bank. These classes are provided by the housing authority.

Senior Program Eligibility
Riverwalk Place Eligibility
To be eligible to live at Washington Place you must be within the income limits and be able to live independently. You also must be at least 62 years of age.
Oneida Heights Eligibility
To be eligible to live at Oneida Heights you must be within the income limits and be able to live independently. You also must be over 50 years of age. Although you could be under the age of 50 if you are disabled.
