Section 3 hiring The Appleton Housing Authority gives priority and encourages employment applications from low-income residents in accordance with HUD’s Section 3 requirements. Once all applications have been received and reviewed, the most desirous and qualified candidate will be progressed through the hiring process. The Section 3 status of the applicant will be considered only after the “Most Qualified” candidates has been determined. The rule does not require the hiring of any person not fully qualified to perform the work as would be charged. However, the rule makes clear that HUD is intent on ensuring Section 3 persons receive measurable and sustainable employment. To qualify as a low-income resident in the hiring process please note this in your cover letter.
